Grip has switch set to on?
Contacts clean on grip? (Could be getting a bad connection)
If the top dial is not working on camera only with grip connected I would bet that the dial on the grip is stuck between clicks...
Did you just get this grip? Is this grip new? Is it canon brand?

All things considered it sounds likely to be either a grip going bad or one of the items listed above.

If the grip causes the wheel to not work on camera the main cause is that the grip is sending the signal that the grip wheel is between clicks.
If you can not resolve i by turning the grip wheel to a click, it sounds like the grip is broken.
