Did you try to install EOS Utility 2.14.20a Updater for Windows?
Just to clarify There is just the one Windows installer of the EOS utilities. There are 3 different versions however and they support different cameras,

My 20d works with came with a cd of EOS utility 1.x that supported the mid 2000s cameras and is impossible to download now.
Late 2000 they came out with utility 2.x which supports my 5dm2 and old 550d as well. By the wifi age of cameras (2013 maybe) they stepped into the EOS Utility 3, and each only supports its specific camera connectivity. My older mac and my older windows 10 machines have both installed and they act as one program but i needed to install both to use my 5d2 and 5d4.

If it runs on windows 10 it "Should" install and run fine on windows 11 and run but may need to try to see if you have to run a comparability troubleshooter on the application.. I guess i am curious which exact version your installing on what windows, and is there an install failure you can share or did it install but not run after install. Are you on windows 10 or 11?

Aside from the EOS utility many of us ditched that slow usb 2 connection years ago and went to card readers, the only down side to a card reader is the SD card does get some miles on the brass connection and can eventually wear out with heavy use. But then you can copy paste to tor hard drive directly and a min a whole card worth of data, always use the camera to format though, don't mess with removal when connected as a drive to the computer.
